John O’Leary had submitted plans for the development at Scartnaglorane near Junction 11, Cahir South. Included was a forecourt layout with 8 fuel pumps, a car wash, shop and food area. Permission was also sought for 27 parking spaces for heavy goods vehicles and buses, 30 car park spaces and a truck wash.

However South Tipperary County Council has refused permission as planners were not satisfied that the development would not give rise to public safety hazard, traffic hazard and obstruction of road users.
