Minister Kelly, Junior Minister at the Department of Transport, announced the allocations on Monday morning on Tipp FM radio without the knowledge of any of the senior executive engineers in North Tipperary County Council, the County Manager, or the Mayor.

And, the council staff were busy fielding queries throughout the day on the works to be done, despite the fact that they only received formal approval of the grants late on Monday evening.
