SOUTH Tipperary County Council has had to take out an enforcement order on a developer in Cashel, after a section of wall collapsed in a private estate on the boundaries of the town.

Cllr McCarthy said it had been “only by the grace of God” that children had not been killed or injured, after a six-foot-high section of wall composed of vertically laid blocks, fell over in the estate on to a footpath.
