Mayor Michael Cleary joined with councillors as they paid tribute to the man who was so highly regarded by council staff, tenants and members of the public in general .

Thurles Town Clerk Mr Michael Ryan described his loss as a “ very serious deficit to the system” and said that he had come to national prominence through his efforts. Mr Dowling had given a number of courses and lectures on the role of the Tenant Liaison Officer, he said, and he offered the view that it would be very difficult to find someone with his level of effectiveness again.

“I would say the chances of getting someone to replace him, would be very slim,” Mr Ryan said.
